French Nationality Certificate Journey

Initial application for French Nationality Certificate filed with Tribunal judiciaire de Paris via the Consulate in Vancouver (by courrier).

Received acknowledgment of receipt and formal request for supplementary documentation.

Requested consular archives search for French identity documents (passports, ID cards) for applicant and father.
Outcome: No further documents found.

Parallel request to Cattolica in case marriage was in Italy (per father's recollection).
Outcome: Response was that marriage did not take place in Cattolica but in San Giovanni in Marignano. However, San Giovanni in Marignano indicated that was not the case but that instead the marriage took place in Colombelles. Colombelles later did find the marriage certificate and sent it by postal mail (see Colombelles inquiry section).

Submitted inquiry to Archives départementales de la Haute-Garonne, Toulouse seeking historical passport and identity card registers (1939-1951) for Elio Terzo GESSAROLI.
Outcome: No documents found. ID documents are discarded after a 20-year period of administrative utility. Recommendation to seek documents via the National Archives (already in process).

Submitted inquiry to Archives départementales des Pyrénées-Atlantiques seeking historical passport and identity card registers (1939-1951) for Elio Terzo GESSAROLI.
Outcome: Cancelled request based on new knowledge that Elio worked in Bachebirou in Hautes-Pyrénées and did not live/work in Pyrénées-Atlantiques.

Requirement: Once Italian documents received, send to sworn translator for certified French translations (~€40-60 per document).
Outcome: Birth extracts from Italy (Giuseppe and Terzo) both were issued in multilingual format per the 8 September 1976 Vienna Convention and therefore certified French translations are not required.

Tribunal expected to send an email conveying receipt of the reply to the additional document request with two possible messages: (1) Tribunal acknowledges receipt of the complete file (récépissé), and the clock starts ticking on the first six months window within which the Tribunal is expected to reply, or (2) the Tribunal acknowledges receipt of the reply to the initial request and requests further documents and/or information.
Outcome: The Tribunal noted having received to date all the necessary documents for processing the application and established the starting point of the (first) six-month processing period.

The Tribunal judiciaire de Paris issued a formal refusal of the CNF on 25 Feb 2026, one day after the Récépissé. The applicant now has a 6-month period (from the date of the decision) to file an appeal before the cour d'appel, which requires legal representation.
Outcome: CNF refused. Appeal period running.
